As the three cities share a very porous boundary, the methods to coordinate between the officials of the tricity were discussed. If one of the cities forms strict rules, the violators shift their base to the nearby cities. It was decided to start a system of issuing a license to the vendors and separate the tobacco sellers from the ones who sell other food products. A letter asking to form a policy for the same has been sent to the state governments by the centre government.
